What Are Delinquent IRS Taxes?

Delinquent taxes is a very specific term - I does not simply mean back taxes or late taxes. A tax liability (any tax debt or penalties the taxpayer owes to the IRS) is considered delinquent if the IRS has assesed a specific due date and the taxes have not been paid, and the time allowed for any appeals has expired. Once a tax liability is considered delinquent the IRS is free to begin collection proceedures.
